Suggestions to Improve the ICT Sector of Bangladesh
1. As
nations attempt to build a sustainable ICT sector, commitment to the private sector
and rule of law must be emphasized, so that Bangladesh can attract the
necessary private investments to create the infrastructure.
2. A
second important pillar of the Bangladesh will be the need for content creation
and intellectual property rights protection in order to inspire ongoing content
development.
3. Ensuring
security on the internet, in electronic communications and in electronic
commerce is also very important. All of
this works and is exciting for people as long as people feel that the networks
are secure from cyber attacks, secure in terms of their privacy.
4. ICT
activities have to be spread throughout the Bangladesh according to the
demand-base contents of the relevant inhabitants or stakeholders.
5. Establish
effective E-agriculture Management to develop eco-social life of the farmers of
Bangladesh as well as the nations.
6. Innovative
broadband models being developed jointly by multi-stakeholders across the world
will go some way towards providing ICT access to villages, schools and health centers
in remote areas, connecting the unconnected in underserved communities. To do
this successfully and sustainably strong international ICT relations have to be
set up through Knowledge base Society.
7. ICT’s Rule in Sustainable
Development, Green Growth and e-Environment are indispensible to spread sturdy
ICT field. So, It is very essential to set up sustainable development and green
growth strategies to make world-class Bangladesh and ascertain Digital
Bangladesh.
8. Cyber security is a borderless issue
that requires a global approach and concerted effort. We need to establish it
as soon as possible as an enabling platform for international cooperation on
ICT for development and for strengthening cyber-security worldwide.
9. Who controls the net? USA or the
neutral International Organization? It is now a crucial question. World needs a
neutral but powerful International authority to control internet with adequate
representatives from the developing countries according the ICT users to set up
Democracy in cyberspace. Bangladesh can initiate about the important matter.
10. To
take projects on Women's empowerment in the information Society for systematic
and scalable strategies.
11. To
expand access to information on weather, climate and water.
12. To launch sustainable ICT
infrastructure, cyber-security, enabling environment, e-learning, e-health,
e-agriculture, media, accessibility, and ethics.
13. High level International
dialogues or seminars, workshops, technical exchange, study tour on ICT among government
representatives , business and civil society have to be introduce in liberal
approach.
14. Now, the importance of
broadband to national economic and social development cannot be neglected. We
are all very much aware of how close we are to the 2015 deadline for meeting
the WSIS targets and the Millennium Development Goals. We have made quite
extraordinary progress in terms of connectivity, the creation of an enabling
environment, and cyber-security. The next major step must be to repeat the
mobile miracle for broadband Internet.
15. Annual losses of the world
are more than 100 billion USD due to cyber-crime. In the security business, trust is key, and
if we do not start to develop such a culture of trust, there will be no way
that the cyber world can ever become truly safe and secure. Global initiatives
within the framework of ITU's Global Cyber-security Agenda (GCA), such as Child
Online Protection (COP) and the International Multilateral Partnership Against
Cyber Threats (IMPACT) can help Bangladesh to protect Cybercrime to ensure
Cyber-security. So it is very important to launch extensive relation with the
world ICT society.
16. Average Mobile Phone Density
in Bangladesh is pleasing, but use coverage of mobile is very little. Most of
the mobile users till unknown about the technical capacity range of his hand
set. So, we need to create ICT base society to instruct mass people about the
technical range and use method of their mobile set. It will encourage people to
forward and penetrate the total ICT world. Then mobile Miracle rapidly and
effectively will transfer spontaneously to the end edge of the remotest village
of Bangladesh. It will be helpful to create ICT Knowledge Society.
17. Internet penetration is
really such a high priority for people who, on a daily basis, face a lack of
safe drinking water, rising food prices, and a chronic shortage of health care.
Because the Internet, and especially broadband, is an extraordinary enabler
which has potential to massively expand the effective delivery of vital
services, such as health care and education. Nowhere is this more important
than in countries where people are chronically deprived of these services. In
order to help countries better exploit ICT to drive development, Bangladesh may
take following actions:
(1) A comprehensive capacity
building and digital inclusion program have to be taken very extensively.
(2) (2)Strategies to help rural
people maximize the selection and use of appropriate new technologies, such as
broadband, digital broadcasting and next-generation networks.
(3) Assistance in dealing with
cyber-security issues and strategies to build trust and confidence in ICT
networks.
(4) Assistance in creating and
maintaining a propitious environment for rural development through an enabling
policy and regulatory environment.
(5) Connection fee and monthly
bill might be reduced
18. Very important step must be
to repeat the mobile miracle for broadband Internet. If 15, 16 and 17 steps are
promoted, and then every mobile phone of Bangladesh has to turn into internet
connections.
19. Both Telecommunication and
ICT Ministry have to be placed in the same umbrella.

to Geneva is extremely easy but road to Bangladesh is dreadfully tough. So it
is not enough to for us to do our best, we have to do what we need in the
